Advantages and Caveats of a System That Funds People

 More accurate prediction of whether grants will be productive and impactful
 Freedom to choose own work and 5-year funding duration promote creativity
 Less time spent writing applications
 Less time and money spent reviewing applications
 System is not suitable for early-career investigators
 Investigator productivity should be measured by impact of research, not by number of articles
 Grants should not be awarded on the basis of name recognition, personality, stature in the field, administrative achievements, or other extraneous criteria
 Implementation of the new system should be guided by objective evidence, preferably randomized trials
